Problem is I have to drop the exhaust, remove the driveshaft, remove the distributor, slide the crossmember back and drop the back of the trans just so I can get the governor cover back on.

You will probably find the spring is broken any way. Governor springs and weights are another easy way to raise the shift points and the governor is easy to get to also.
